150%'>2、 项目概况：
本项目拟通过研究不同腐蚀环境的腐蚀机理，研发出适合海上风电基础结构的大气区、浪溅及水位变动区和水下区的三种腐蚀环境下的国产化防腐涂料产品和配套方案，为海上风电项目提供经济实惠的涂层解决方案。

normal style='margin-left:18.0pt;line-height:150%'>（1）调研分析阶段：通过目前海洋防腐涂料配套及应用情况、外资成熟产品进行调研，结合产品特点及机理分析，提出防腐材料国产化解决方案；重点针对涂装海上风电基础结构的大气区、浪溅及水位变动区和水下区的三个区域提出配套方案。
normal style='margin-left:18.0pt;line-height:150%'>（2）小试阶段：研制环氧富锌漆、环氧云铁中间漆、环氧玻璃鳞片涂料、丙烯酸聚氨酯面漆四种产品，进行小试研究并形成三个配套体系。小试优化后的配方与工艺进行生产，并对涂料以及涂层体系进行第三方检测，以满足海上风电基础结构的涂装技术要求。
normal style='margin-left:18.0pt;line-height:150%'>（3）中试阶段：根据本项目研究进度以及红海湾六海上风电项目实际进度情况，在海上风电导管架基础局部区域进行涂装试验。
normal style='margin-left:18.0pt;line-height:150%'>（4）结题验收阶段：撰写研究报告，出具第三方检测报告，取得相关专利、发布相关论文、出具企业标准等。
normal style='margin-left:18.0pt;line-height:150%'>具体招标范围和要求详见招标文件第八章工作任务书（技术规范书）的有关规定并以其为准。投标人必须对所有招标内容进行投标，不允许只对部分内容投标。如有重大缺漏，将导致废标。

normal style='text-indent:12.0pt;line-height:150%'>5.1 投标人须为响应招标、参加投标竞争的中华人民共和国境内注册的企业法人或其它组织，且具有独立订立合同的权力（证明文件：提供有效的营业执照或事业单位法人证书或其他主体证明文件复印件，若为联合体投标，联合体各成员单位均须提供，加盖投标人公章或电子章）；
normal style='text-indent:12.0pt;line-height:150%'>5.2 自2015年8月1日起（以合同签订时间为准）至投标截止日，投标人须至少具有一项国内材料研发类的合同业绩（证明文件：提供业绩合同复印件，复印件须清晰地体现业绩合同封面、合同主要内容、合同签订时间等关键内容，证明材料加盖投标人公章或电子章）；

normal style='text-indent:12.0pt;line-height:150%'>5.3.2被国家公共信用信息中心“信用中国”网（www.creditchina.gov.cn）列入失信被执行名单；
normal style='text-indent:12.0pt;line-height:150%'>5.3.3被最高法中国执行信息公开网（zxgk.court.gov.cn）列入失信被执行人清单；
normal style='text-indent:12.0pt;line-height:150%'>5.3.4被“信用电力”网站（http://creditpower.cec.org.cn）列入失信治理黑名单；

normal style='text-indent:12.0pt;line-height:150%'>5.4.1若为联合体投标，联合体（包括牵头单位和成员单位）单位数量不超过3家；
normal style='text-indent:12.0pt;line-height:150%'>5.4.2 联合体各方须同时满足前述5.1条、5.3条要求；
normal style='text-indent:12.0pt;line-height:150%'>5.4.3 联合体各方必须按招标文件提供的格式签订联合体协议书，并明确联合体牵头单位和成员单位的权利义务，其中联合体牵头单位除承担联合体协议书中约定的工作内容外，还应承担管理职责；
normal style='text-indent:12.0pt;line-height:150%'>5.4.4 联合体各方须以牵头单位的名义投标及缴纳投标保证金；
normal style='text-indent:12.0pt;line-height:150%'>5.4.5 联合体各方不得再以自己名义单独或加入其他联合体在同一项目中参与投标，否则，相关投标均无效；

normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>（1）本次投标采用深圳能源集团电子招标投标平台（以下简称“深能招标平台”）电子投标（简称“线上”）方式。投标人须登陆深圳能源集团电子招标平台（https://zb.sec.com.cn/）完成本次招投标活动所需相关操作。投标人须同时制作两份（一正一副）纸质版投标文件并在开标当日通过邮寄方式寄送至招标人处存档备查（开标当日寄出，纸质文件与电子平台版本如有矛盾的，以上传电子招标投标平台的电子版本为准）。如果本次开标方式为两阶段开标，开标当日只寄第一阶段投标文件，即不含报价部分；进入第二阶段的投标人，三日内寄出第二阶段投标文件，即报价部分；如提前寄出报价文件，概不退回 ），开标当日应向招标人及招标代理以短信或邮件方式提供快递单号。

normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>1）平台注册、CA办理：投标人在购买招标文件前须在深圳能源集团电子招标投标平台完成注册登记并审核通过，投标人要为注册登记预留足够的时间，由于投标人自身原因，截至招标文件发售时间尚未完成注册登记审核，造成无法及时进行标书购买，后果由投标人自行承担。投标人须在下载招标文件前完成数字证书（CA）的办理，绑定CA后方可下载招标文件。投标人要为办理CA预留足够的时间，由于投标人自身原因造成无法投标的，由投标人承担责任。

normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>4）保证金：如投标保证金以电汇形式提交，请汇款后在深能招标平台-项目管理-缴费支付功能进行费用绑定。如投标保证金以保函形式提交，请在深能招标平台-项目管理-缴费支付功能上传保函扫描件并提前邮寄投标保函正本，确保招标代理在截标前签收。以电汇形式提交的保证金，默认原账号退回。
