normal style='text-indent:12.0pt;line-height:150%'>项目地点位于南京市溧水区白马镇白马大道99号，服务区域包括但不限于办公楼主楼及附属楼、高压配电房、消防控制室、会议室（含大小型多功能会议室）、公共楼道、消防楼梯、停车场、绿化带等所有甲方指定区域，具体服务范围以甲方现场确认的区域图为准。

normal style='margin-left:18.0pt;line-height:150%'>本项目服务范围涵盖工程维护、消防安全、环境保洁、会议服务、餐饮服务五大核心板块，主要内容如下：
normal style='margin-left:18.0pt;line-height:150%'>（1）工程维护服务：包括高压配电房值守、各类设施设备日常维修养护、建筑物公共部位维修、应急故障处置等；
normal style='margin-left:18.0pt;line-height:150%'>（2）消防安全服务：包括消防控制室值守、消防设施巡检维护、消防演练组织、应急处置等；
normal style='margin-left:18.0pt;line-height:150%'>（3）环境保洁服务：包括公共区域清洁、垃圾清运、消毒消杀、绿植养护等；
normal style='margin-left:18.0pt;line-height:150%'>（4）会务服务：包括会议筹备、会场布置、会中接待保障、会后场地清理、会务保密等；
normal style='margin-left:18.0pt;line-height:150%'>（5）餐饮服务：包括日常就餐服务、包间服务、会议餐/活动餐服务、餐饮卫生管理等。

normal style='text-indent:12.0pt;line-height:150%'>5.1 投标人必须是在中华人民共和国境内注册的独立法人或其他组织，且具有独立订立合同的资格（证明文件：提供营业执照或其他组织证明文件复印件，加盖投标人公章或电子章）；
normal style='text-indent:12.0pt;line-height:150%'>5.2 投标人自2016年3月1日至投标截止日前（以合同签订时间为准）须至少具有单项合同建筑面积五千平方米（若合同未能体现亦可提供其他证明文件）及以上的非住宅物业服务类业绩，单个合同业绩内容同时包含工程维护、环境保洁两项服务内容即可（证明文件：投标人提供业绩合同复印件，加盖投标人公章或电子章，合同须清晰体现签约主体、业务范围、签订时间、项目服务面积等评审内容）；
normal style='text-indent:12.0pt;line-height:150%'>5.3 投标人拟配置在本项目的6名消控员均须持有政府主管部门颁发的消防设施操作员（职业方向：消防设施监控操作）四级/中级及以上职业资格证，并出具承诺书承诺投标拟配置在本项目的消防控制室值班岗人员与实际实施一致（证明文件：投标人提供6名消控员的消防设施操作员职业资格证复印件及相关证明文件、承诺投标拟配置在本项目的消防控制室值班岗人员与实际实施一致的承诺书（承诺书格式自拟）加盖投标人公章或电子章）；
normal style='text-indent:12.0pt;line-height:150%'>5.4 投标人在“信用中国”中没有被列入严重违法失信企业名单（黑名单）（证明文件：以评标委员会在开标当日的信用中国网站的查询结果为准）；

normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>1）平台注册、CA办理：投标人在购买招标文件前须在深圳能源集团电子招标投标平台完成注册登记并审核通过，投标人要为注册登记预留足够的时间，由于投标人自身原因，截至招标文件发售时间尚未完成注册登记审核，造成无法及时进行标书购买，后果由投标人自行承担。投标人须在下载招标文件前完成数字证书（CA）的办理，绑定CA后方可下载招标文件。投标人要为办理CA预留足够的时间，由于投标人自身原因造成无法投标的，由投标人承担责任。

normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>7）开标：在开标时间各投标人通过“深能招标平台”进行线上开标，投标人需准备好数字证书（CA证书）、网络及电脑，在开标时间用CA解密标书。操作详见办事指南。投标人未在规定的投标截止时间前完成投标文件上传并签到，或未及时解密投标文件，或加密投标文件解密失败后未及时上传非加密投标文件，均视为投标人放弃投标。
