normal style='text-indent:12.0pt;line-height:150%'>2.3项目规模：潮州深能燃气有限公司含下属控股公司经营权内的配套管道燃气工程内市政管网及各类用户配套燃气工程（含旧管网改造及抢维修工程）。计划实施中压燃气管道工程108公里，另外包含工商业用户燃气工程,居民用户含旧改小区燃气工程,居民用户、局部违章占压、工、商业用户改管，中低压管网改造工程和零星燃气项目改造工程等。

normal style='text-indent:12.05pt;line-height:150%'>2.4.2.1在招标文件的各项条款中，除非明确说明该条款所针对的标段，否则是对标段一、标段二的共同要求。
normal style='text-indent:12.05pt;line-height:150%'>2.4.2.2投标人须同时参加上述两个标段的投标，并以标段为单位，分别制作两个标段的投标文件，否则其投标将会被否决；
normal style='text-indent:12.05pt;line-height:150%'>2.4.2.3两个标段投标人最多只能取得其中一个标段的中标资格。按开评标顺序，已推荐为第一中标候选人的投标人不参与后续标段的评标；
normal style='text-indent:12.05pt;line-height:150%'>2.4.2.4两个标段的开评标先后顺序为：第一标段、第二标段；
normal style='text-indent:12.05pt;line-height:150%'>2.4.2.5投标人应严格按照招标文件的要求制作投标文件，否则一切不利后果由投标人自行承担；

normal style='text-indent:12.0pt;line-height:150%'>4.2投标人须具备建设行政主管部门核发的市政公用工程监理甲级资质或工程监理综合资质（证明文件：提供有效期内《工程监理资质证书》复印件，加盖投标人电子公章）；
normal style='text-indent:12.0pt;line-height:150%'>4.3拟派驻项目总监理工程师至少1人，必须具有建设部颁发的中华人民共和国注册监理工程师执业证书，且其注册专业为市政公用工程注册监理工程师，注册执业单位为投标人（证明文件：提供有效期内《国家住建部注册监理工程师注册执业证书》复印件，加盖投标人电子公章）；
normal style='text-indent:12.0pt;line-height:150%'>4.4拟派项目专业监理工程师至少1人，必须具有中级及以上专业技术职称，专业为燃气工程及相近专业且须经过住建部门或监理协会的监理专业培训（证明文件：提供有效期内各专业《监理工程师证书》和培训证明复印件，加盖投标人电子公章）；
normal style='text-indent:12.0pt;line-height:150%'>4.5投标人未被列入“信用中国”网站（www.creditchina.gov.cn）失信被执行人名单；投标人未被“国家企业信用信息公示系统” 列入经营异常名录和严重违法失信企业名单（黑名单）。（证明文件：以评标委员会在开标当日的“信用中国”及“国家企业信用信息公示系统”网站的查询结果为准）

normal style='margin-left:.3pt;text-indent:24.0pt;line-height:150%'>潮州深能燃气有限公司含下属控股公司特许经营权范围内市政管网及各类用户配套燃气工程（2026-2028年度）的施工准备期（含前期勘察、设计、工程前期相关商务合同的参与、设备采购监造阶段的相关职责）、施工期、竣工验收结算期、质量保修期全过程监理服务及协调等相关工作（包括质量、进度、投资及安全控制，信息、合同管理和组织协调等相关工作，以及供应商厂家的设备监造，设备、材料到货后的监理单位验收等相关工作）。
