normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>1）平台注册、CA办理：投标人在购买招标文件前须在深圳能源集团电子招标投标平台完成注册登记并审核通过，投标人要为注册登记预留足够的时间，由于投标人自身原因，截至招标文件发售时间尚未完成注册登记审核，造成无法及时进行标书购买，后果由投标人自行承担。投标人须在下载招标文件前完成数字证书（CA）的办理，绑定CA后方可下载招标文件。投标人要为办理CA预留足够的时间，由于投标人自身原因造成无法投标的，由投标人承担责任。

normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>7）开标：在开标时间各投标人通过“深能招标平台”进行线上开标，投标人需准备好数字证书（CA证书）、网络及电脑，在开标时间用CA解密标书。操作详见办事指南。投标人未在规定的投标截止时间前完成投标文件上传并签到，或未及时解密投标文件，或加密投标文件解密失败后未及时上传非加密投标文件，均视为投标人放弃投标。
normal style='text-indent:24.1pt;line-height:21.6pt;background: white'>8）不同投标人的电子投标文件中包含的计算机网卡MAC地址、CPU序列号和硬盘序列号信息均相同的，其投标将被否决。
